NEPA/CEQA Planning

We manage environmental compliance projects and prepare CEQA and NEPA documents for a wide range of local governments and agencies. The key to all successful environmental approvals is documentation that rigorously follows the specific requirements and guidelines of each reviewing agency.

Conservation Planning

We conduct site evaluations and develop conservation plans that focus on design and implementation of best management practices to address erosion control, water quality, air quality, and stream restoration. We also offer GIS mapping, GPS data collection and analysis.

Water Resources Planning

The HLVRCD provides professional comprehensive strategic water resources planning and analysis services covering a wide variety of water resource projects including water supply, conjunctive use, irrigation, natural resources, water rights analysis, regulatory compliance, permitting, and operation.

Grant Management

Grant Writing Consulting - funding research, opportunity analysis, proposal design, grant writing. Budgets - development, justification and forms completion. Funding Identification - government loans, tax credits and incentives. Fiscal Administration - Invoicing, cash flow, amendments, and reporting Bid/Procurement opportunities.

Community Outreach

Community outreach and stakeholder engagement are vital to understanding existing conditions and establishing a collective vision. Empowering residents, business owners, stakeholders, staff, and elected officials creates a lasting imprint on the community.

Watermaster Services

HLVRCD was appointed as Watermaster for the Susan River Watermaster Service Area (SRWSA) by Lassen County Superior Court in 2007.  This appointment was made at the request of water users within the SRWSA to increase local control and accountability for the service, which until 2007 was administered by CA DWR.
